COAs and proof of insurance/license

Question:

I live in a 24 unit Condominium Owners Association and my question is—does a contractor performing carpentry, pressure washing and painting need a license, W9 and proof of insurance to perform these duties and should the coa have some sort of permit for the work ?

Answer:

There is no license requirement by the state to perform carpentry, pressure washing or painting. The association  should always request proof of insurance from any entity performing work on common property. The association has no obligation to ask for a W-9 as long as it is not employing the individual as a statutory employee of the association. The local building department will determine if a building permit is required for such work but in most jurisdictions, the work you describe would not require a building permit.
